Network Rail told to improve or lose monopoly

Railway infrastructure company, Network Rail, may lose its monopoly if it fails to improve punctuality and reduce costs, according to the Office of Rail Regulation (ORR), the rail regulator. Network Rail has failed to meet its own targets for cutting delays, despite making some progress in this area. The ORR has fined Network Rail twice in the past year for overrunning engineering works that have affected hundreds of thousands of passengers (most recently reported in 'In the News' on 28 February 2008).

Network Rail currently requires three times more Government money than British Rail ever did to keep it operational.
