Consumers being 'conned' by cheap ringtone websites

Consumers throughout Europe are being 'conned' by websites offering free or cheap mobile phone services such as ringtones and wallpaper. According to the EU, in order to take advantage of deals offered by such websites, users often have to take out expensive phone contracts which they were unaware of until they received their first bill.

The websites, which include 39 based in the UK, could face enforcement action for breaching EU consumer rules.
